How to Become a Security Officer (SO) in Singapore

How to Become a Security Officer (SO) in Singapore

Thinking about becoming a Security Officer (SO) in Singapore but not sure where to start? The process becomes easier to understand when you separate three things: licensing, training, and deployment. They are connected, but they are not the same. Completing a security course does not automatically mean you hold a Security Officer licence, and having a licence does not mean you can perform every security function without the required training. This guide explains the practical pathway for beginners, including eligibility, required courses, attendance and assessment, licence application, costs, the Security Officer ID card and career progression.

Who Can Become a Security Officer in Singapore?

Before signing up for a course, check whether you meet the basic licensing requirements. The Singapore Police Force (SPF) states that an applicant must be a fit and proper person and must fall into one of the following categories:

  • Singapore Citizen
  • Singapore Permanent Resident
  • Malaysian citizen holding a valid Work Pass

A Security Officer licence is required for specified security functions such as guarding or patrolling property, surveillance, bodyguard or bouncer duties, screening individuals entering premises, and certain traffic-regulation duties.

Can Malaysians work as Security Officers in Singapore?

Yes. Eligible Malaysian citizens can apply if they hold the required valid Work Pass and meet the licensing requirements. Malaysian applicants also need additional supporting documents, so it is important to check the latest SPF requirements before submitting an application.

Expert tip: Do not assume that having a Singapore job offer or a passport is enough. Check your licensing and work-pass eligibility before planning your training and employment.

Do You Need Previous Security Experience?

No. Beginners can enter the industry through the appropriate Security Officer training pathway. What matters is meeting the licensing and training requirements and being prepared for the responsibilities of the job.

Security work can also vary significantly from one site to another. A condominium, shopping mall, industrial facility, and commercial building may all have different procedures. Good communication, alertness, discipline, and the ability to follow site instructions are important qualities for someone entering the industry.

What Courses Does a New Security Officer Need?

For new entrant Security Officers, the required training must be passed before deployment for Security Officer duties. The current pathway includes the following training:

TrainingModule
Guard & Patrol + Basic Security EquipmentPGPS + OBSE
Incident ResponseHSIS
Threat ObservationRTT

These are part of the Security Progressive Wage Model (PWM) training requirements.

What do these courses cover?

  • PGPS + OBSE: Covers guard and patrol duties together with the operation of basic security equipment.
  • HSIS: Focuses on handling security incidents and providing appropriate security services.
  • RTT: Covers recognising terrorist threats and understanding how to respond appropriately.

ETANN Academy offers these Security Officer courses, including PGPS & OBSE, HSIS and RTT.

How Much Does Security Officer Training Cost?

The cost of Security Officer training depends on the course and the applicable subsidised fee category. For the main new-entrant pathway, learners need to complete PGPS + OBSE, HSIS and RTT. ETANN’s current course fee structure shows the full course fees as well as the fees for Singapore Citizens and PRs aged 21–39 and Singaporeans aged 40 and above.

Security Officer CourseTraining HoursFull Course FeeSingapore Citizens / PRs 21–39Singaporeans 40+
PGPS + OBSE24 hrsS$395S$197.50S$118.50
HSIS24 hrsS$320S$160S$96
RTT16 hrsS$380S$190S$114
OBSE – Standalone16 hrsS$363S$181.50S$108.90

For someone following the new Security Officer pathway, the three main courses are PGPS + OBSE, HSIS and RTT. Based on the fee structure above, the combined full course fee is S$1,095, while the listed fee for Singapore Citizens/PRs aged 21–39 is S$547.50, and the listed fee for Singaporeans aged 40 and above is S$328.50.

The standalone OBSE course is shown separately because it is not part of the three-course combination listed above for the new-entrant pathway. It may be relevant to learners who specifically need the standalone module.

Important: Course fees and subsidy eligibility can depend on the learner’s eligibility and the applicable funding conditions. Check with ETANN Academy for the latest fee, funding and eligibility details before registering.

Attendance and Assessment Matter

Completing a course is not simply about attending the classroom sessions. You need to meet the training provider’s attendance requirements and complete the relevant assessment. The basic process can be understood as:

A 75% attendance rule should not be described as a blanket SPF licensing requirement. Attendance and assessment conditions can depend on the specific WSQ programme and training provider.

The important point for a learner is simple: do not assume that attending part of a course is enough. Check the attendance and assessment requirements before enrolling.

Security Officer Career Pathway

Security can become a long-term career if you plan your training and experience properly. The PWM provides a progression structure that allows officers to move into roles with greater responsibility.

Progression depends on the required training and work experience for each grade. For example, the SSO pathway includes a minimum period of experience as an SO together with the applicable training requirements.

Planning to become an SSO?

If you are already working as a Security Officer and want to progress, it is useful to understand the next training requirements early. ETANN Academy offers SSO-level training, including:

These courses can form part of the training pathway for officers progressing towards the SSO grade.

How to Apply for a Security Officer Licence

Once you understand your eligibility and training requirements, the licence application is handled through the official licensing process.

For a new application:

  1. Prepare the required information and supporting documents.
  2. Submit the application through GoBusiness using Singpass.
  3. Pay the application/processing fee.
  4. Wait for the licensing outcome.

Make sure the information and supporting documents are accurate and complete. An incomplete or incorrect application can delay the process or result in the application being rejected.

The five-year validity for Work Pass Holders took effect from 15 September 2025.

Important: The S$16 licence fee is separate from your course fee. Training fees depend on the course and training provider.

How Long Does the Whole Process Take?

There is no single timeline that applies to every applicant. Your overall time will depend on factors such as course availability, training duration, attendance, assessment results, completion of the required modules, licence processing, and your employment arrangements.

SPF currently states that new Security Officer licence applications take at least 3–4 weeks from receipt of the application, processing fee and all necessary supporting documents. This means you should not plan your career around promises that you can become a licensed Security Officer within only a few days.

What is the Security Officer ID Card?

The Security Officer licence and the Security Officer ID card are 2 different things. A licensed Security Officer must carry the required ID card while on duty, while the licence is part of the regulatory licensing process.

Before applying, SPF states that you should have:

  • A valid Security Officer licence
  • The required PWM training certifications
  • A “Trained” or “Exempted” training status
  • A recent passport-sized photograph
  • Singpass
  • Payment method

The current ID card application fee is S$25. This is another cost that beginners should know about before starting their career.

What Happens After You Become a Security Officer?

Getting your licence is only the beginning. Once you start working, classroom knowledge needs to be applied in a real security environment. Depending on the site, your duties may include:

The procedures can be different at every site, so new officers should take time to understand their post orders, reporting procedures, emergency arrangements and escalation process. Keeping your training records updated is also important when planning your next PWM grade

When Should You Start Planning for Promotion?

Do not wait until you have worked for several years before thinking about your next qualification. If your goal is to become a Senior Security Officer, understand the experience and training requirements early. If you want to move towards Security Supervisor, start planning for the supervisor-level modules and experience requirements as you progress.

ETANN Academy provides training across the career pathway, including:

ETANN also offers elective security courses such as security screening and crowd and traffic control.

Important 2026 Training Update for Existing Officers

If you are already working as a Security Officer or Senior Security Officer, there is an important deadline to know. SPF has extended the deadline for existing officers to complete:

  • OBSE for existing Security Officers
  • PRSF for existing Senior Security Officers

The current deadline is 31 December 2026. The training remains mandatory for continued deployment from 1 January 2027. This does not replace the training pathway for new entrants. It is particularly relevant to officers who are already in the industry and need to complete the updated requirements.

Common Mistakes New Security Officers Should Avoid

Choosing a course without understanding the pathway

Before enrolling, check which PWM grade and job function the course supports. A course may be relevant to security work but not necessarily be the course you need for your intended pathway.

Confusing training with licensing

A course certificate and a Security Officer licence are not the same thing. Understand both requirements before starting the process.

Ignoring attendance and assessment requirements

Make sure you understand the training provider’s attendance and assessment conditions before enrolling.

Submitting incomplete licence documents

Incorrect or incomplete information can delay the application or result in rejection. Prepare your documents carefully before submitting.

Thinking only about the first job

If you want security to become a long-term career, understand the training and experience requirements for the next grade as well.

A Simple Roadmap for Beginners

If you are starting from zero, keep the journey simple:

The exact requirements should always be checked against the latest SPF guidance before you apply.
