Prepare your security agency for every SACE core competency, and the electives you need for a longer licence, with a consultant who works from the current PRD checklists.
The Security Agencies Competency Evaluation (SACE) is how the Police Regulatory Department (PRD) and the Ministry of Manpower (MOM) assess security agencies for licensing. It replaced the Security Agencies Grading Exercise (SAGE) on 1 January 2022. Earlier SACE documents refer to the regulator as PLRD.
PRD assesses the documents you submit, then visits your main office and selected deployment sites. You are told which sites will be assessed only 5 working days in advance.
Each competency is marked pass or fail, and one missing component fails the whole competency. For licences expiring on or after 1 July 2026, an agency that does not pass all 10 core competencies is not eligible to have its licence renewed.

Practical solutions your team can understand and act on, so the risks are found and fixed before the assessors arrive.
We check your agency against the current PRD and MOM checklists, component by component, and give you a clear list of what to fix.
We work with your management and operations staff to prepare complete, well-documented records and reports that meet PRD criteria.
Red teaming shows where your sites are vulnerable and builds security awareness among your officers.
Our consultant-trainer runs scenario exercises so your officers know how to respond to security breaches and emergencies.
We help you put effective strategies in place for both your command centre and your physical deployment sites.
As an SSG Approved Training Organisation, ETANN Academy runs WSQ security courses for your officers.
Five steps from first call to assessment day. Your own team stays in control throughout, because PRD does not allow consultants to be present during the main office or deployment-site assessment.
Tell us your licence expiry month, number of officers and deployment sites, and whether you are aiming for a 3-year or 5-year licence.
We review your documents and operations against the current core and elective checklists.
We work with your team on records, reports, exercises and officer readiness.
A final check before your submission deadline, so nothing is missing, unsigned or late.
Your staff submit the documents and host the assessors, ready to explain every record.
ETANN combines SACE consultancy with security training. The same team that prepares your agency also trains security officers every week, so our advice is grounded in how deployment sites actually run.

The Security Agencies Competency Evaluation (SACE) is how the Police Regulatory Department (PRD) and the Ministry of Manpower (MOM) assess security agencies for licensing. It replaced the Security Agencies Grading Exercise (SAGE) on 1 January 2022. Agencies are assessed on core and elective competencies, through the documents they submit and on-site assessments at their main office and deployment sites.
For licences expiring on or after 1 July 2026, an agency must pass all 10 core competencies to be eligible for a 3-year licence renewal. An agency that does not pass all 10 is not eligible to have its licence renewed. Agencies granted an exemption are eligible for a 1-year renewal only.
Pass all 10 core competencies and be assessed competent in at least 7 elective competencies, with at least 1 from each of the 4 categories: training and readiness; operational processes; command, control and communication; and manpower. You can choose 7 to 9 electives, and you need at least 1 deployment site to take part.
No. PRD’s checklists state that third parties, including consultants, must not be present during the main office and deployment-site assessments, or the assessors may end the assessment and invalidate the result. The only exception is C.2 Continuous Professional Development. That is why we prepare your own staff to present and explain your records.
PRD evaluates agencies in batches by licence expiry month and publishes results about 3 months before the licence expires. Your records also need to cover the period set out in the checklists, so start well before your SACE notification letter arrives. WhatsApp us your licence expiry month and we will suggest a timeline.
Every agency is different, so we quote after a short consultation. WhatsApp us on 8733 1539 or call +65 6741 2792 for a quote.
